Rest assured that this page is encrypted. There is no "s" at the end of "http" in the address bar because the secure page is in a frame. With frames, only the address of the main page appears in the address bar. If you were to open the lower-right frame in a brand new window, then you would see the "https" designation. There is indeed an "https" in that frame's address, you just cannot see it.
